headlight prob

the fuses for both left and right head light are good and have power to them, but my left h/l plug has no power for the high or low beam. the ground and the bulb checked out ok. so even though it still turns the right side on fine is the switch the next thing to look into? i think you have to pull the stearing wheel to get at it....
