gas filler question (IMPORTANT)

ok, so i am working on a 01 taco at my work right now, it is one of our delivery trucks, the problem being is the truck will not take gas. when my driver goes to fill it up, it takes him about a half an hour to get gas in there becasue it keeps spitting the gas back out. i just check all of the vent lines, or as mucha s i could. none of them look, or feel collapsed, but it still isnt taking gas in. does any one have any ideas? please help. i am sitting in the pooring down rain trying to fix it....FUN TIMES.
