ok, if you are aired, the certifier should know that a trailing arm system is hands down better than standard leaves. if not, he/she should not have there job.
i suggest engineering it to just have the link and a watts link, and you shuold be able to pass it

maybe make up a set of coilovers to run for inspection purposes? but definately run a 4 link. and explain that you wanted your truck to handle better, so the leaves had to go.
