HELP !!!!bed problems

k im getting my old project back a mazda b-2000 the bed floor has gone to s@#t its sagging and rusting i was just wondering how you guys re skin the inside of the bed do you cut out all the old stuff and lay new metal in or just throw new metal ontop of the old stuff
