Need help with a Statute...

I need a clear definition of Statue 39:3-33, 39-33, 39:33 theres a bunch of ways you can write it, its for Unclear Plates. I need the full statue for it, not just; display of unclear, indistinct license plates.

What I want to know is height requirments, how it needs to be displayed, what it needs to be appeared to be, whether it can be crooked and what not.
