how do i make a dually lay??chevy

im lookin a gettin a dually its around a 94 i think.it is bagged but doesnt lay. i know im gonna need the 3" spindels and a notch but what else do i have to do to make it lay?do i have to move the tubs on the outside of the bed up???or will they work??wat size tire works best?
