i'll have to check when i get home, but i think they're 235/60/16.
i don't know how much of a drop it is because i bought the lowering kit used off someone who bagged their dually. if i had to guess i'd say 10" or so. it also has the airlift bags on the back (only for towing & heavy loads so the tires don't rub in the back)
i don't know why it would say not to tow or haul heavy loads. mine's the 454 & it tows my 18', 1800lb trailer with ease. even with an old buick roadmaster on it, i couldn't even tell it was there (except for stopping). the only thing i could possibly think of, is if it has been wrecked & either has or had frame damage that's been straightened. maybe look into getting a carfax for it?!?!?!
maybe someone else can think of some other off the wall reason, but that's all i can come up with. hell, that's what duallys were made for...being one hell of a workhorse. the 454 wasn't made for speed...not the way our trucks are geared. mine will pull your house off it's foundation, but take forever to get to 65mph (actually it's not that bad, just my daily is an 02 corolla)
good luck man & hopefully someone else will chime in as far as why they don't want you to tow with it.......
