i dont think this is the best way but i used a grinder, its all i had then. the last truck i bagged i used my plasma cutter. just make sure u can put ur fingers around the bag when its compressed, so the frame dont rub the bag, mine is cut to the flat part of the frame on the inside for 2600 bags. when i first started i learned the hard way.
