Have a quick question. Is this the load equalizer that is for the turn signal?

Those are resistors. To reduce voltage in a circuit.
That type is typicaly used for higher wattage (15 to 25 watts). They are not found in factory wiring for newer cars/trucks.
You must have lights or something else that needs less than 12V. Like LED's or something?

OK then that's what they are for.
Not all LED's can take 12 volts. so those resistors are there is yours get the correct voltage.
OR some of your leds are less bright than others (like running lights are less bright than brake lights/turn signals)
Voltage = resistance (of the reistor) multiplied by current (amp draw) of the LED's
