Fiberglassing dash

Hey when i'm preping to fiberglass the dash slot closed, do i need to put something in the cut out before i lay the fiberglass down? and should i sand the whole dash with 40grit, then fiberglass it all? i'm gonna be tweeding it also. thanx again
