gasket on bottom of cylinder

A buddy of mine has air ride on his civic, and on the front left cylinder the gasket appears to be coming off. Is there anything we can do to fix that? or does he need a new cylinder. Also how much and how often, are you supposed to oil the rod because it seems dry?
